College Boulevard Improvements

(Pflumm Road to US 69)

Client: City of Overland Park, Kansas

This project will widen College Boulevard between Pflumm Road and U.S 69 from a four-lane section to a six-lane section, adding capacity to this major Overland Park thoroughfare. The 1.75-mile project includes five signal modifications plus a new signal at King Street. Affinis traffic engineers completed a traffic model of the corridor, analyzing the need for, and location of, additional signals. We also explored alternative intersection control methods.

Approximately 1,200 feet of Nieman Road, south of College Boulevard, is being widened to add a receiving lane for the proposed westbound, dual-left turn movements from College Boulevard. The project also includes street lighting, city fiber-optic facilities, ADA sidewalk ramp design, and storm sewer evaluation and upgrades.

The project received federal funding through the American Recover and Reinvestment Act of 2009 (ARRA) and therefore was administered through the Kansas Department of Transportation’s Local Public Authority (LPA) program. KEYS TO SUCCESS Utility planning and relocations were vital elements to assure facilities were moved before construction started. Affinis provided traffic modeling work to determine the most efficient intersection controls to decrease congestion and delays.
